Real-money online slots are legal in the United States only for adults 21 and over who are physically inside one of seven states: New Jersey, Pennsylvania, Michigan, West Virginia, Delaware, Connecticut and Rhode Island. If gambling is costing more than you planned, in money or in time, free and confidential help is a call or a text away: the National Council on Problem Gambling’s helpline is 1-800-MY-RESET (1-800-697-3738), and 1-800-GAMBLER is the number the regulators in New Jersey, Pennsylvania, Michigan and West Virginia display.
Who can play: the age and location rules
Every state with legal online casino games sets the minimum age at 21. That rule is written into each state’s regulations, for example New Jersey’s internet gaming rules (N.J.A.C. 13:69O-1.2) and Pennsylvania’s (58 Pa. Code § 812a.2).
You do not have to live in the state, but you have to be in it. Licensed online casinos check your location before you can place a bet and keep checking while you play. Pennsylvania’s standard, for instance, re-checks location every 20 minutes, and every 5 minutes when a player is within a mile of the state line. Any site that takes real-money slot bets from a state not listed above is not licensed there, and a player has little protection if it refuses to pay.
Maine passed a law in January 2026 allowing its tribes to run online casinos, but as of October 2026 the state’s rules were still being written and no site was live.

Why two national numbers: 1-800-GAMBLER was created by the Council on Compulsive Gambling of New Jersey in 1983 and was operated by the National Council under a license that expired in May 2025. A New Jersey court then returned control of the number to the New Jersey council, and the National Council now lists 1-800-MY-RESET as its helpline. Both connect you to help.
Self-exclusion in each legal state
Self-exclusion is a formal request to be barred from licensed gambling for a set period. It is run by each state’s regulator, not by individual casinos, and in general it cannot be canceled before the period you chose has ended.
- New Jersey: the Division of Gaming Enforcement’s program. Online enrollment offers 1 or 5 years; a lifetime exclusion needs an in-person or video sign-up.
- Pennsylvania: the Gaming Control Board runs separate programs for casinos, online casinos, video gaming terminals and fantasy contests. An online casino exclusion lasts for the period you choose.
- Michigan: the Gaming Control Board’s Responsible Gaming Database covers all online casino and sports betting. The separate Disassociated Persons List covers the Detroit casinos.
- Connecticut: the Department of Consumer Protection’s program offers 1 year, 5 years or lifetime.
- Delaware: covers the three casinos and their online sites; enrollment is in person at the Lottery office, for 1 year, 5 years or lifetime.
- West Virginia and Rhode Island: run through each state’s Lottery. Contact the Lottery or the helpline above for the current enrollment process.
Tools to use before it becomes a problem
Licensed online casinos in these states offer account tools that a casino floor cannot, such as deposit limits, time limits and short cooling-off breaks. The exact set varies by state and by site. Set them when you open an account, not after a bad night. A few habits help too:
- Decide what a session costs before it starts, and treat that money as spent.
- Never chase a loss with a bigger bet. A slot’s next spin does not know what the last one did.
- Watch the clock as well as the balance. Online play is fast, and time is where budgets slip (why online sessions move faster).
- Treat a jackpot as a long shot, never as a plan (how progressive jackpots work).
